Qatar's Council of Ministers approves a draft e-invoicing law — but it is not yet enacted
Qatar's Council of Ministers approved a draft electronic invoicing law and its implementing regulations on 6 May 2026, prepared by the Ministry of Finance with the General Tax Authority. The distinction that matters commercially is that approval is not enactment: the text must still pass the Shura Council, receive the Amir's assent and be published in the Official Gazette before any obligation binds, and that was expected later in 2026. A GTA pilot with selected large entities has been running since late 2025, and the GTA's pilot material points to a January 2027 go-live with a staggered rollout by taxpayer size, though waves and segment dates are unconfirmed. The architecture is a clearance model: UBL 2.1 XML through a GTA Central Platform via accredited network providers. Anyone planning Qatar work should treat every date as expected rather than legislated.
